북한 당국은 반(反) 무아마르 카다피 시위가 확산하면서 리비아의 주재원들에게 귀국 금지조치를 내린 데 이어 이집트 등 다른 국가 주재원들에게도 유사한 조처를 취한 것으로 전해졌다.
리비아에서는 8개월에 걸쳐 친카다피 세력과 반군 간에 내전이 벌어지는 동안 의사와 간호사, 건설노동자 등 외화벌이에 나선 북한인 200여 명이 오도가도 못한 채 현지에 발이 묶여 있는 것으로 추정되고 있다.
실제 지난 8월 말 트리폴리 주재 북한대사관의 한 관계자는 리비아에 체류 중인 북한인들에 대해 "움직이기 어려우니까 (못 들어갔다). 더러는 들어갔다. 형편 봐서 처리할 것"이라고 말한 바 있다.
리비아에 체류 중인 북한인 중에는 카다피 측 정부군에 사격과 무기 조작, 전술 등을 가르치는 교관도 일부 포함돼 있다고 리비아에 20년 이상 거주한 한국 교민은 전했다.
이 때문에 반카다피 성향의 새 정부가 수립되면 카다피 정권 당시 리비아에 들어온 북한인들이 기존과 같은 대우를 받기 어렵고 더 나아가 추방될 가능성도 있다고 이 교민은 덧붙였다.
리비아 주재 북한 대사관은 내전 당시 포탄 파편에 차량 일부만 파손됐을 뿐 교전의 피해나 약탈 같은 피해는 없는 것으로
알려졌다. 또 주리비아 한국 대사관과도 교류가 없으며, 외부와도 접촉을 거의 하지 않고 있다고 현지 교민은 전했다.
전 정부군과 관련된 북한 주민이 리비아에서 있단 얘기가 사실이라면, 정말 오도가도 못하게 되었겠어요. 추방이면 오히려 낫지 보복의 가능성도 있을테고요. 이건 뭐, 국가가 국민을 버리는 수준이네요.

Some admitted they would do the same – for fear of getting into trouble and fear of facing another "Nanjing judge".
Let me explain the story of the muddle-headed Nanjing judge. In 2006, in the capital of Jiangsu province, a young man named Peng Yu helped an old woman who had fallen on the street and took her to a hospital and waited to see if the old woman was all right. Later, however, the woman and her family accused Peng of causing her fall. A judge decided in favour of the woman, based on the assumption that "Peng must be at fault. Otherwise why would he want to help?", saying that Peng acted against "common sense". The outcry from the public in support of Peng forced the court to adjust its verdict and resulted in Peng paying 10% of the costs instead of the total. Since that incident Peng has become a national cautionary tale: the Good Samaritan being framed by the beneficiary of their compassion.
중국 상황은 잘 모르지만 판사가 어떤 것을 "상식"이라고 규정하는 건 무섭군요.
